Leads the overall operation of the health information management (HIM) department and assists hospital administration in accomplishing organizational objectives and goals. Assumes 24-hour responsibility and accountability of system functions and staff performance for the department which includes on-site and remotely performed functions. Serves as a privacy and security consultant to the executive team and peers to ensure hospital operations are meeting confidentiality standards and regulations especially as they relate to the Health Insurance Portability and Accountability Act (HIPAA). Investigates all HIPAA issues in a timely manner. Coordinates confidential patients appropriately. Provides education as required and needed. Advises and assists medical staff and allied health care personnel in the medical record maintenance and processing procedures. Assists in the coordination of internal and external mechanisms established to ensure compliance with regulatory agencies. Assists management and medical staff in evaluation of the effectiveness of a variety of operational and patient care activities and programs. Assures compliance with The Joint Commission, CMS, Title 22, OSHPD and other regulatory agencies as related to health information management. Coordinates utilization of HIM services in application such as research, utilization review, medical audits, quality improvement activities, disability evaluations and other hospital operational needs. Develops short and long term goals for the health information management department. Establishes and monitors compliance with quality and productivity goals for each HIM department function. Directs all health information management functions to comply with established goals.

Job Requirements

Education and Work Experience

  • Bachelor’s Degree or equivalent combination of education/related experience: Required.
  • Master's Degree: Preferred.
  • Seven years' experience in a Health Information Management environment: Preferred.
  • Five years' leadership experience: Preferred.
  • Experience with electronic health record and related health information management applications: Required.

Essential Functions

  • Demonstrates effective leadership skills of delegation, organization and coordination in managing a department or a unit. Conducts regular supervisory rounds to include monitoring of staff documentation, patient and customer satisfaction, implementation and use of protocols, and overall work environment. Collaborates with the management team, participates in identifying needs at the department, unit and organizational levels and assists with strategic planning, organizing, executing, controlling and evaluating systems, processes and practice, patient care and information processing. Participates in at least one community based program or organization yearly. Works with the leadership team in the hospital’s overall strategic planning to support the organizational growth. Implements effective and efficient department plans. Participates with the leadership team in overall strategic hospital planning and for department or unit in concert with the hospital direction. Seeks improvement of departmental and hospital processes, using current evidence-based research. Supports and collaborates in the development of new programs. Provides services that attracts new business.
  • Ensures that services provided in a department meet both safety and risk management standards and legal requirements of licensing. Ensures staff compliance of meeting licensure requirements, OSHA, LOA, MLOA and injury guidelines. Monitors staff compliance of mandatory monthly safety in services as required. Participates in budget planning and execution for department(s) in support of organizational values. Identifies department resources and needs. Develops, allocates, administers and evaluates the area budget, while directing and delegating appropriate aspects of the budget process with emphasis on monitoring expenditures in supplies, equipment and staffing and cost control measures. Uses resources efficiently to generate the sufficient capital to support our organizational values. Complies with required fiscal tracking. Identifies opportunities for more efficient use of resources. Insures compliance with all standards and policies. Reviews, revises and participates in the development of structure, process and outcome such as standards at the department and hospital level and uses these standards as a basis for all program and professional development and outcome accomplishment accordingly. Demonstrates awareness of hospitals’ policies, assures compliance with and uses these as a basis for decision making for both clinical and management issues. Maintains and updates departmental policies and procedures as well as manuals relating to their respective area of work. Participates in The Joint Commission accreditation process for the hospital, departments and units, including ‘mock’ survey activities, intervention and follow up of and correction of recommendations. Completes all required actions as defined on functional team action plans. Ensures that department and unit policies reflect current regulatory requirement. Participates on at least one functional team as appropriate.
  • Develops and retains extraordinary employees through coaching and performance feedback resulting in mutual trust and respect. Integrates functions of standards development, continuing education (CE), credential, performance appraisals, auditing, concurrent monitoring, utilization review, risk management and active problem identification. Demonstrates ability to collect, track and trend data in order to identify opportunities for performance improvement. Performs required performance appraisal on time for staff based on hospital job descriptions and performance standards. Collaborates in identifying, planning and implementing educational programs based on staff needs. Evaluates effectiveness of educational programs based on performance improvement. Demonstrates the ability to plan contents and effectively deliver educational information of a clinical and/or directorial nature and regularly participates in direct staff learning activities. Completes department in-service program.
  • Supports hospital sacred work mission of taking care of the people who take care of people. Attracts employees and maintains appropriate levels of staff and assignments and employee satisfaction according to organization standards. Participates in interviewing, selecting and hiring new staff and implements strategies directed toward retention and recruitment of employees. Evaluates unit and department turnover rate and reasons for termination and implements appropriate strategies as indicated. Maintains appropriate unit and department staffing par levels. Ensures department is staffed appropriately to meet the needs of the hospital and our patients. Monitors units ‘unscheduled absences’ and responds to staff non-compliance appropriately. Develops and maintains effective communication mechanisms with staff, physicians, patients and families, between the department and other departments, and between area staff and members of the management & health care teams. Chairs, attends and participates on committees, task forces, and meetings for coordination and facilitation of patient care activities or services at the department and hospital level. Holds monthly staff meetings, including administration’s required elements on the agenda. Promotes cooperation and collaboration with other departments when working to accomplish goals. Develops team spirit within department and assists in developing excellent working relationships between teams. Implements strategies for participative management involving staff in general decision making for hospital/unit operations/clinical practice/patient care via unit based committees as necessary, staff meetings and participation in standards development, performance improvement, continuing education and competencies.
  • Establishes, directs and reports the department’s ongoing quality assurance findings and action plans for each HIM department function. Establishes management control procedures in order to optimize the efficient and effective handling of medical record and related documentation, including the acquisition of new equipment and the revision of the medical record documentation format. Reports quantitative departmental performance on key indicators as related to stated goals to finance executives and corporate HIM department. Informs finance executives of department activities, needs and problems. Provides consulting services in the areas of documentation practices to hospital administration and medical staff. Recommends tools and methods to administration to assure the HIM department performs at the highest level of productivity and compliance. Represents the hospital in legal proceedings as custodian of the medical records.
