Description

This position is in the Center for Policy, Planning and Evaluation (CPPE) of DC Health. The Chief Health Informatics Officer (CHIO) is the agency’s chief advisor and leader on data-related initiatives and promotes data collaboration across the agency and with external partners. The CHIO provides public health interoperability expertise, examines data needs and identifies areas for integration and means of improving efficiency.

The CHIO leads the design and implementation of tools that collect, manage, and analyze public health data with the goal of improving health equity, identifying health risks, educating the public, preventing and controlling diseases, injuries and exposure to environmental hazards. They provide strategic capacity and technology planning for data science projects and other advanced research and analytics within areas of responsibility.

Please note, this position will not serve as the agency’s Chief Information Technology Officer.

Major Duties and Responsibilities 

  • Serves as the CHIO and provides leadership in the development and implementation of an agency-wide data strategy and data governance, policies, and practices and advise on standards and best practices to support internal data sharing and reporting initiatives.
  • The CHIO oversees a range of data-related functions that include, (but are not limited to), data management, data quality and data analytics. They will develop and implement data tools and strategies to help identify disparities in services, programs, and health outcomes.
  • Possesses the ability to provide public health interoperability expertise and conduct periodic analyses to identify specific public health data deficits and develop plans in coordination with agency partners to address identified deficits, including collaboration, data integration, and new data collection opportunities.
  • Ensure that the agency data dashboards, databases, and metrics adequately reflect all programs, activities, and services of the agency.
  • The CHIO advises the Director and agency leadership of potential controversial matters, issues, or problems with widespread implications, and offers alternative resolutions to various complexities related to analysis findings.
  • They determine functions of focus; develop new strategic direction for programs based on assessment reviews and best practices; facilitate the operation of business and data analytical functions; advise on issues of importance in areas of policy, plans and actions, and innovative approaches as these relate to projects, programs, analysis, and evaluation.
  • Develops and maintains infrastructure to support interoperability between multiple public health information systems and data partners and develops policies and procedures around public health data systems.

Qualifications and Education  

  • Bachelor’s or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position.
  • This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Specialized Experience

  • Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.
  • To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Preferred skill, experience & education

  • Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or
  • Degree that provided a minimum of 24 semester hours in one or more of the fields identified above and requires the development or adaptation of applications, systems or networks is preferred.
